Ms. Heller and the Contracts team manage project requirements, identify discrepancies and interact with customers to resolve issues; assist in the negotiation of legal contracting text; participate in complex negotiations of contracts, scope of work and budgets as required. Ms. Heller’s extensive background with all facets of business management including analysis of labor standards, wage administration, ensuring compliance with labor standards, developing strategies, program/project management and historical trend analysis bring vital expertise to the Contracts team. Contract management duties included responsibility for resource planning and/or allocation, resource budgeting, and time management. She coordinates and manages the day-to-day contract development process for large complex contracts which includes overseeing the preparation, review, negotiation and processing of all contracts and change orders.

Ms. Heller also brings 30+ years of technical writing experience to play in directing all efforts undertaken by the Acquisition team for RCF. This involves managing all aspects of the proposal process including technical writing, costing and quality control edits on all documents ensuring consistency in approach, metrics and format. She is also responsible for overseeing all artwork (graphics) as they pertain to corporate publications, specifically in reference to proposal and marketing materials.

Ms. Heller and the Acquisition team monitors publications for data on upcoming procurements, evaluating requirements against the corporate strategies and goals, and making determinations regarding pursuit of the acquisition and coordinate proposal support efforts conducted by various contributors ensuring a seamless, homogenous, final product. Some proposal efforts required interface with other companies when multiple vendors support an acquisition. These efforts required close coordination with corporate contracts administrators. One major successful proposal effort included working with GTE Government Systems (the prime contractor) in support of a $400 million+ acquisition.
